Case Study: Designing Industry Behaviour Change Through Capability Uplift

This engagement demonstrates Luminaire’s repeatable approach in practice: Research → Engagement → Strategy → Behaviour Change → Programs & Systems → Outcomes

This case study demonstrates Luminaire’s integrated approach — combining original research, stakeholder engagement and behaviour change design — to support capability uplift and practice change across a complex industry ecosystem.

Working in collaboration with local government, state government and the events industry, Luminaire designed a fit-for-purpose industry guide, supported by practical resources and an education series for event organisers. The work translated regional priorities into adoption-ready tools that build capability, address behavioural barriers, and enable more sustainable, place-aligned event practices in real-world delivery contexts.

Context

Queensland’s events sector plays a critical role in expressing regional identity and delivering economic and social value.

However, existing sustainability practices varied widely across organisers, with limited shared guidance on what “good” looked like in practice — particularly in relation to the region’s differentiation and environmental commitments.

This work was delivered as a collaboration between local government, state government and the events industry, with a shared ambition to support organisers to lift practice in a way that was achievable, relevant and locally grounded.

The Challenge

The challenge was not intent, but capability and confidence.

Event organisers needed:

  • clarity on what practices mattered most

  • guidance that reflected local conditions and constraints

  • support to translate aspiration into action without increasing burden

A one-size-fits-all approach would not work across diverse event types and organiser capability levels.

Luminaire’s Role

Luminaire was engaged to:

  • research industry needs and readiness

  • engage organisers and stakeholders through consultation

  • design a behaviour-change-led capability resource tailored to the region

What We Did

  • Conducted industry research and consultation to understand current practice and barriers

  • Applied behaviour change principles to design guidance that supports adoption

  • Developed a practical, step-by-step industry guide for event organisers

  • Ensured content aligned with regional priorities and differentiation

  • Designed the guide to support incremental improvement, not compliance

Outcomes

Improved organiser capability and confidence

  • Clear, accessible guidance aligned to regional values

  • Behaviour change supported through practical tools, not mandates

  • Strong industry ownership and uptake

Why This Matters

This case shows how Luminaire enables behaviour change by building capability first — creating tools that organisers can actually use, adopt and champion.
