This case study demonstrates Luminaire’s integrated approach — combining original research, stakeholder engagement and behaviour change design — to support capability uplift and practice change across a complex industry ecosystem.
Working in collaboration with local government, state government and the events industry, Luminaire designed a fit-for-purpose industry guide, supported by practical resources and an education series for event organisers. The work translated regional priorities into adoption-ready tools that build capability, address behavioural barriers, and enable more sustainable, place-aligned event practices in real-world delivery contexts.
Context
Queensland’s events sector plays a critical role in expressing regional identity and delivering economic and social value.
However, existing sustainability practices varied widely across organisers, with limited shared guidance on what “good” looked like in practice — particularly in relation to the region’s differentiation and environmental commitments.

This work was delivered as a collaboration between local government, state government and the events industry, with a shared ambition to support organisers to lift practice in a way that was achievable, relevant and locally grounded.
The Challenge
The challenge was not intent, but capability and confidence.
Event organisers needed:
clarity on what practices mattered most
guidance that reflected local conditions and constraints
support to translate aspiration into action without increasing burden
A one-size-fits-all approach would not work across diverse event types and organiser capability levels.
