About › Our Approach

A system for change that holds.

One point of view, one method and one evidence base sit beneath every solution we build, custom or ready-to-run. This is how it works.

Our point of view

Every actor holds a lever.

Funding, policy and good intent are rarely what’s missing. Results shift when the people and organisations around a challenge each pull their lever, together.

A council’s waste results depend on households, venues, contractors and event organisers. A region’s economy depends on council buyers, local suppliers, funders and major projects. A workforce depends on managers, rosters, programs and pay.

So we work at the level of the whole ecosystem, and we start with what is already in place: the programs, spend and relationships a client already has, before adding anything new.

What makes us different

Built to work in the real world, and to keep working.

  • 1

    Whole-ecosystem, not single audience

Our Ecosystem Lever Map shows who holds which lever, what each already does and what is blocking them, so effort goes where it moves the whole system.

  • 2

Behavioural science, applied at system level

Our Lever Diagnostic, built on peer-reviewed behavioural science that brings together 19 established models, shows what each actor needs (capability, opportunity or motivation) to change, not just one audience.

  • 3

    Make existing investment work harder

We test whether current programs and spend are valued and effective before recommending more, so clients get greater return from what they already fund.

  • 4

Nothing starts from a blank page

Every solution is a tested kit of tools, guides and measures. Each engagement tailors the kit to the region, which lowers risk and cost.

  • 5

    Commercial reality designed in

Every pathway starts with a small, viable first step and grows from diagnostic to design to activate and sustain, within real budgets and procurement rules.

  • 6

    Built to transfer capability

Tools, training and benchmarks stay with the client and their partners, so results keep building after we step back.

The Luminair system

How our IP fits together.

One evidence base and one method sit beneath every solution we build, custom or ready-to-run.

OutcomeResponsible Prosperity: social, economic, environmental and cultural value that lasts
SolutionsSecond Nature, The Wider Effect, Signal, Local Levers and custom solutions
ToolsDiagnostics, Ecosystem Lever Maps, pilot kits, measurement guides, leaderboards and calculators

Each layer is owned and developed by Luminair Systems. Methods, tools and solution names are our intellectual property.

Our method

The Holdfast Method™

Four phases that take a challenge from diagnosis to change that holds. Every solution and custom engagement follows them.

  1. Investigate

Map the ecosystem: who holds which lever, what is already in place, and what limits capability, opportunity and motivation.

Output: Ecosystem Lever Map and baseline

  2. Innovate

Co-design the highest-impact interventions with the people who will deliver them, using IAP2-aligned engagement.

Output: Priority Levers and pilot design

  3. Integrate

Build what works into how the organisation and its partners operate: tools, processes, governance and partnerships.

Output: Tools, pathway and delivery model

  4. Evaluate

Measure the shift, benchmark it against peers and feed the learning back into the system.

    Output: Benchmarks, leaderboards and evidence

The science underneath

Lever Diagnostic→Intervention Library→Enabler Set

Our Lever Diagnostic identifies what each actor needs: capability, opportunity or motivation. Our Intervention Library matches the right type of intervention to that need, and our Enabler Set puts in place the rules, resources and partnerships that make it stick. All three are built on peer-reviewed behavioural science, and the phases align with recognised implementation-science stages.

Two ladders in every solution

One method, many systems

The same logic works wherever people hold the levers.

How we deliver

A core team, a specialist network and research partners, organised around each engagement.

Every engagement draws the right mix from four groups. Who leads changes as the work moves through the Holdfast Method™, and capability passes to the client by the end.

Core team

Method, governance, quality and client relationship. Accountable from start to finish.

Specialist network

Subject experts by portfolio: events, waste and resource recovery, workforce, local economy, change.

Research partners

University collaboration and specialist advisors for research design, evaluation and peer review.

Client and partners

Council teams, businesses, organisers and suppliers who co-design the solution and keep it running.
